Aquaria Towers is a realm that only appeared in Spyro 2: Ripto's Rage. It is an aquatic world, and is the home of the Seahorses.

At one point, you will encounter Moneybags. To avoid becoming dinner to the sharks up ahead, pay the greedy bear 100 Gems, and he'll let you borrow his shark-proof submarine. You only need to pay him once. To use the sub again, just talk to Moneybags, and he'll let you on again for free.
